href=\"https:\/\/japan.ran.org\/wp-content\/uploads\/2019\/04\/BOCC_2019_SUMMARYvJP_web.pdf\"><strong>\u300e\u5316\u77f3\u71c3\u6599\u30d5\u30a1\u30a4\u30ca\u30f3\u30b9\u6210\u7e3e\u8868\u300f<\/strong><\/a>\u306b\u3088\u308b\u3068\u3001MUFG\u306f\u30d1\u30ea\u5354\u5b9a\u7de0\u7d50\u5f8c\u306e2016\u5e74\u304b\u30892018\u5e74\u307e\u3067\u306e3\u5e74\u9593\u306b35\u5104\u7c73\u30c9\u30eb\u306e\u8cc7\u91d1\u3092\u77f3\u70ad\u706b\u529b\u767a\u96fb\u95a2\u9023\u306e\u4e3b\u8981\u4f01\u696d\u306b\u63d0\u4f9b\u3057\u3001\u65e5\u672c\u306e\u30e1\u30ac\u30d0\u30f3\u30af\u306e\u4e2d\u3067\u6700\u5927\u306e\u8cc7\u91d1\u63d0\u4f9b\u8005\u3067\u3057\u305f\u3002\u307f\u305a\u307b\u30d5\u30a3\u30ca\u30f3\u30b7\u30e3\u30eb\u30b0\u30eb\u30fc\u30d7\uff08\u307f\u305a\u307b\uff09\u3001\u4e09\u4e95\u4f4f\u53cb\u30d5\u30a3\u30ca\u30f3\u30b7\u30e3\u30eb\u30b0\u30eb\u30fc\u30d7\uff08SMBC\uff09\u3082\u540c\u69d8\u306b\u591a\u984d\u306e\u8cc7\u91d1\u3092\u63d0\u4f9b\u3057\u3066\u3044\u307e\u3059\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>RAN \u8cac\u4efb\u3042\u308b\u91d1\u878d\u30b7\u30cb\u30a2\u30fb\u30ad\u30e3\u30f3\u30da\u30fc\u30ca\u30fc \u30cf\u30ca\u30fb\u30cf\u30a4\u30cd\u30b1\u30f3<\/strong>\u306f\u3001\u300c\u4f55\u5e74\u306b\u3082\u308f\u305f\u308b\u6279\u5224\u3092\u7d4c\u3066\u3001\u4e09\u83f1UFJ\u304c\u77f3\u70ad\u706b\u529b\u767a\u96fb\u3078\u306e\u8cc7\u91d1\u63d0\u4f9b\u3092\u6bb5\u968e\u7684\u306b\u505c\u6b62\u3057\u3001\u74b0\u5883\u7834\u58ca\u3092\u4f34\u3046\u5c71\u9802\u9664\u53bb\u63a1\u6398\u65b9\u5f0f\u3067\u884c\u3046\u70ad\u9271\u63a1\u6398\u4e8b\u696d\u306b\u306f\u878d\u8cc7\u3092\u7d42\u4e86\u3059\u308b\u3068\u660e\u78ba\u306b\u7d04\u675f\u3057\u305f\u3053\u3068\u3092\u6b53\u8fce\u3057\u307e\u3059\u3002\u3057\u304b\u3057\u3001\u660e\u3089\u304b\u306a\u4f8b\u5916\u4e8b\u9805\u304c\u793a\u3055\u308c\u3066\u3044\u308b\u70b9\u306f\u61f8\u5ff5\u3055\u308c\u307e\u3059\u300d\u3068\u6307\u6458\u3057\u307e\u3057\u305f\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MUFG\u306e\u65b9\u91dd\u306e\u8a73\u7d30\u3092\u898b\u308b\u3068\u3001\u91cd\u5927\u306a\u629c\u3051\u7a74\u304c\u5b58\u5728\u3057\u3066\u3044\u308b\u3053\u3068\u304c\u61f8\u5ff5\u3055\u308c\u307e\u3059\u3002MUFG\u306f\u3001\u53d7\u5165\u56fd\u306e\u72b6\u6cc1\u3001OECD\u516c\u7684\u8f38\u51fa\u4fe1\u7528\u30a2\u30ec\u30f3\u30b8\u30e1\u30f3\u30c8\uff08OECD\u30bb\u30af\u30bf\u30fc\u4e86\u89e3\uff09\u306a\u3069\u306e\u56fd\u969b\u57fa\u6e96\u3001\u304a\u3088\u3073\u4ed6\u306e\u5b9f\u884c\u53ef\u80fd\u306a\u6280\u8853\u306e\u4f7f\u7528\u306b\u5fdc\u3058\u3066\u3001\u65b0\u8a2d\u306e\u77f3\u70ad\u706b\u529b\u767a\u96fb\u6240\u3078\u306e\u30d5\u30a1\u30a4\u30ca\u30f3\u30b9\u3092\u7d99\u7d9a\u3059\u308b\u53ef\u80fd\u6027\u304c\u3042\u308b\u3068\u8ff0\u3079\u3066\u3044\u307e\u3059\u3002<\/p>\n\n\n\n<p Forces\u306e\u30ea\u30b5\u30fc\u30c1\u30fb\u30dd\u30ea\u30b7\u30fc\u30a2\u30ca\u30ea\u30b9\u30c8\u3001Bernadette Japan<\/a>\u306f\u30015\u670814\u65e5\u306e\u30d5\u30a3\u30ca\u30f3\u30b7\u30e3\u30eb\u30fb\u30bf\u30a4\u30e0\u30ba\u306b\u3001\u65e5\u672c\u306e\u30e1\u30ac\u30d0\u30f3\u30af\u306b\u3088\u308b\u77f3\u70ad\u706b\u529b\u767a\u96fb\u3078\u306e\u8cc7\u91d1\u63d0\u4f9b\u505c\u6b62\u3092\u547c\u3073\u304b\u3051\u308b<a class=\"wp-block-heading\"><strong>Japan\u2019s MUFG commits to end financing for new coal projects, NGOs call for further steps<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>16 May 2019:<\/strong> Japanese and international environmental NGOs welcomed Mitsubishi UFJ Financial Group (MUFG)\u2019s release of its revised environmental and social policy framework, which now excludes finance to new coal power projects . <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coming only days after Singapore\u2019s three major banks also ended coal finance, the shift by MUFG, previously one of the world\u2019s major coal funders, signals a major change in the energy finance landscape.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.ran.org\/wp-content\/uploads\/2019\/03\/Banking_on_Climate_Change_2019_vFINAL1.pdf\">The 2019 Fossil Fuel Finance report card <\/a>revealed MUFG to be the biggest coal power funder among the Japanese banks, with financing in the amount of US$3.5bn from 2016 to 2018. Mizuho Financial Group and Sumitomo Mitsui Financial Group (SMBC Group) were not far behind.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter years of criticism, we welcome MUFG\u2019s explicit commitment to phase out coal power financing and end financing for coal mining projects that use mountaintop removal. But there are glaring exceptions, which is worrisome,\u201d said Hana Heineken, Responsible Finance Senior Campaigner at Rainforest Action Network.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The groups are concerned that a closer look at MUFG\u2019s policy reveals significant loopholes. MUFG states that it may continue to finance new coal power projects depending on host country circumstances, international standards such as the OECD Arrangement on Officially Supported Export Credits (OECD Sector Understanding), and the use of other available technologies. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMUFG\u2019s last policy said the bank would consider the OECD Sector Understanding. Still MUFG went ahead and financed Van Phong 1, a highly polluting, outdated, supercritical coal power project, although not permitted under this agreement,\u201d said Bernadette Maheandiran, research and policy analyst at Market Forces, an environmental finance advocacy group.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of the beginning of this year, MUFG was reported to be <a href=\"https:\/\/www.marketforces.org.au\/research\/global-coal-finance\/japanese-bank-policies\/\">considering financial support to five coal-fired power projects,<\/a> including Van Phong 1, totalling 5.2 GW of coal power. MUFG\u2019s policy states that it will \u201ctake a cautious approach\u201d to projects where \u201cfinancial assessment has been ongoing since before the revision to the Framework.\u201d  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo longer funding new coal power sounds like leadership on the part of MUFG,\u201d Maheandiran said. \u201cIn order to demonstrate true leadership, we expect that this policy will rule out all coal power projects that have not reached financial close.\u201d  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile we are encouraged to see MUFG committing in principle to end its financing for new coal power projects, this should be seen as a starting point, not as an end for the company\u2019s policy development.
